If you check your map in Astrub, it's above or next to the green symbol which is the western market.
It's also the laggiest market.

There's another repair shop outside of Astrub to the north which is just as laggy.

There's one in the far east-end of the Arachnee forest; although not very convenient, it's got a lot less lag.

yeah it was kind of hard to tell what was what. T__T people were talking to me like i knew how to navigate the map function. But i found out i guess.. their map function is odd and dysfunctional. Sometimes it shows the whereabouts of a tool and sometimes not depending on where you are standing. D: I found the one just a bit north from the town. But i noticed it while i was in town .. it wouldn't show me when i was standing outside of town.
