There are purchasing limits on all new GameRage accounts. If an account is 10 days old, or less, the account spending limit is $30.00. If an account is between 11 – 30 days old, the account spending limit is $60.00 (USD). There are also purchasing limits for payment providers such as PayPal or Skrill which are linked to credit cards or bank accounts. Additionally most phone providers limit the amount of purchases made in a certain duration. Limits which are set by the payment provider vary accordingly.
Please note that all limits are in place as part of account security and as such they will not be waived. If you have reached the spending limit for a certain payment provider such as PayPal, you may want to explore the use of other payment options. At this time there is no limit for most prepaid game cards.

I think the paypal limit is $200-250 a month, not 100% sure. I doubt you reached that.
Nope not even close to that number! It was strange because it stopped working about 2 weeks ago immediately after another recharge.
Then, yesterday I was able to recharge again. After that time, it went back to giving me the same message... I imagine there's nothing we can do until they fix bug :/

It may be paypal preventing the payment. They did that to me on playspan.... Took my money and then gave a similar message. The money was refunded later on.
I got the CashFail error yesterday afternoon while testing my log-in but they've resolved it later when I came back home from work. And I was able to recharge okay with Skrill, I should add.
And for the spending limits, I can confirm that the max spending for Credit Cards is $250. Not sure of Skrill's limit as I haven't spent as much on TO as I use to.
