Time Capsule Problem

I'm not sure what I'm doing wrong here, I tried freezing a character but it won't let me. It automatically stop itself when the the loading bar gets half way. I do have a ticket, my character is not married or in a guild currently and I did type in the correct level...

Also, I tried on a mule account and it didn't work either.

So is this a bug?

Just tried this on my mule account.
The bar doesn't load all the way for me either.

This is the first time I've ever tried to freeze a character so I'm not quite sure what's exactly supposed to happen but I believe it's a bug.

Mostly it is a bug cuz lastweek i froze a char and it worked fine.*Before the dcing happened* It is mostliky somthing that happened when the myshop got pushed back. Not sure why it wont let you lock a char....
