It's not necessary to have completed episode 3 to do ep. 4

At least all episodes (1~3) are that way now

as far as I can tell those were a lie.

Oh and a friend sent me a guide to episode 4, and a key thing I must point out is YOU NEED TO COMPLETE EPISODE 3 TO START 4. To enter the megalopolis development lab you show the plate on the big don cavalier statue in megalopolis the key card you get from episode 3. So find those cards and keep them safe peoples.
