The best thing to do if you're 180+ and don't have a guardian is to simply make a new character. Level it up to about 6x or 70, and then just participate in the the First Harkon Sanctuary, as that is the easiest.

And the best character to make would probably have to be a character with a quick and solid AoE, obviously a Sheep.
