System PC fan failing,

So, my original PSU shorted out like two days ago. I had to buy a new one. Bought a new one yesterday. Started up my computer. Basic startup screen. Right after the logo comes up, it says "Error! System PC fan has failed! Service PC fan in order to prevent damage to the system"

It worked fine that day. This morning, it shorted out. So I bought a new one. It's doing it again.... any idea what to do?

I already took the only fan I have out and cleaned it. There's another fan that's on the rear of my computer. Inside, of course. And it has a cord. But nowhere to plug it into. D:

System fan error will only occur if any of the fan connected to the motherboard has failed or the sensor is broken.
If you see all the fans spinning properly when you switch on the computer then ignore it if you can, probably dead sensor.

the fan on my PC is either dead or not working..[prolly just dirt...i dont dare touch the insides of my PC..even if its just to clean it xo] and its not showing any error mesages so far~
