Well, this is according to the weapon base damage values that someone dug up.

S rank Zeta Gundam - Plane-Smack 3900
God Gundam - God Slash 3300 ~ [Wow, didn't realise it was that low.]
HAC(EW) Open Vents - Bullet Storm (Might not be accurate - too effing many bullets) 7200
R-JarJar - SpinSpinSpin 800X5hits = 4000 ¬ [Dayum, what a beast.]
Kampfer - Nade Chain 650x6 = 3900 ~ [Equally beast.]

I think it is just overlooked, since it is not frequently played.

err, what about AR Psyco's Wep 3? I remember that KiroV said it was one of the strongest beam in the game, or was that something else?

Technically, Psycho AR's W3 is a 3-hit beam weapon. IIRC, the 3rd hit, which is the easiest to miss, deals the most damage out of the 3.
