1. No, but you lose all the exp for that OC level.
2. Okay.

If you fail, you lose all the EXP for OC 4 and start over, so yes.
If you don't fail, then you become OC5 and lose your Tragic Chip
If you don't use Tragic chip and fail, you lose all your OC from OC1 -> OC4
