they have unique models and effects and stuff like that

All items past level 60 have max or near max stats.

After you've gotten to level 80 you can still level up and earn skill points, which you can use to buy material for Legendary items.

I don't think that's true, while 60 has 400ish atk power 80 has 1kish.
