I do believe there was a van in the start of R/S/E, and there was one in FR/LG if you knew what to do.

There was a truck in R/B/Y that you can find by surfing to the right of the S.S. Anne. I think it was rumored that you can find Mew by using Strength on the truck.

I skipped the S.S. Anne part of the story and getting Lt. Surge's badge just to go get Surf and Strength so I could come back and take a look at it.

What I read was that in the Japanese version of the game, you could use Strength on it to get a Mew, but they removed Mew from that in the other versions.
