Holy cow rotfl. Talk about bad luck! I guess it all depends on 1. The time of day. 2. How dark it was. 3. Location of window. The question to ask here is "Was he being completely negligent and careless? Is his window positioned in a publicly busy sidewalk that is regularly used by many people at that time of day?"
Other than that, it just seems like an honest/natural "mistake" that no real blame can be brought on except for the child being normally curious and looking in the window. Just gotta' suck it up and live with it now. XD

I hope you have a memorable tomorrow, including, but not limited to, the promising, golden hours of morning, the full, rich bloom of afternoon, and of course, the quiet, gentle hours of evening, when time, pausing for an instant and breathing a small sigh, rushes forward to greet the newly forming day. ~George Carlin
