In the first stanza/line/verse he talks about how anything you create without us (the People?) will be destroyed (I assume by the People). They've said that they (the People) would do so before. Nothing they (I would assume a Government) had created before had lasted.
In the second stanza/line/verse he talks about how despite that the People are at a disadvantage, despite the disadvantage, their (Government) creation will be destroyed.
