I am also receiving the error "Terms of service not accepted. Please try again later. Fetching error" and have been at various times over the past 3 days. I have not been able to get past the ToS since the Allm patch.
I have tried uninstalling both Lunia and Reactor, redownloading them using blast, and reinstalling all to no avail. I've also restarted my machine at various points along this process.
I played fairly frequently before the Allm patch/takeover so I know my compy can take it.
I've also noticed that lunia.ijji.com is down for me, the web site comes back with an error about a / or something, I've tried IE and FF. I had to download the blast client from ijji - Where Gamers Unite!, which normally redirects to lunia.ijji.com and breaks, but it went through twice on seperate occasions.
Any ideas?

TO break that wall of text,
I suggest you try a differnt web browser,
example: Google Chrome; FF; Safari
Internet Explorer isnt the ideal choice of downloading things.

Another is, Clear your browsing history, COMPLETELY delete IJJI. Restart your computer. And use the first suggestion to download.
