Lunia Error from new patch

I know a lot of people has error [-3199] but ive been getting [-3190]...
It says "Failed to download the game information files" when i press play...
Is there anyway to fix this??

"Start-> run"???

Press the "Start" button on your main screen (for Windows XP, it looks like a window).

Then find the Run button.
