cd caps at its reuse time i think b/c my rapid shot has 3 sec duration and 3 sec CD

The devs probably didn't think that far ahead. It wouldn't be the first thing they ever overlooked.

they probably never expected anyone to get it so fast.. next off.. nerf to dex chars!

klunians can reach like 12-13k str already.. but it's capped at 10k str so there's no point
