Are the skill damage/mp cost base values stored anywhere locally?

As title pretty much.

Kinda want to make a skill calculator, but want to /lazy if I can and get these values without having to go on ktest and fudge around with skills. I've looked through all pretty much all the human readable files and found nothing, so the next step is naturally the .b files. I've identified a few of those that might have the relevant info, but opening them with a hex editor (XVI32), all I see are references to locales and special characters that you might see if you held alt and took a sledgehammer to your numpad.

So, question to those out there who have delved into their lunia installation extensively: what program(s) do you use for deciphering the .b files? And as title, once again, affirmation or denial of it would help me quite a bit.

Googled it, and this is what I found.

B File Extension - Open .B files

I haven't tried it since my slow computer doesn't have much room left x_x

They're not actually basic files. When messing with an application, you quickly learn that programmers use extensions as another labeling tool. I've seen .fuzzykitten and .koalabear files.

Best thing I can come up with so far is use XVI32 to strip the 00 values and export the readables to another file. However, I don't know what to make of the intervening values between the readables. It's clear that there is something there, but I just can't decipher how to make sense of it.

I agree that a skill calculator in english would be nice - that would be cool :)
