work as long as you have East Asian Language packs installed.
Worse comes to worst, you can always grab the free, Microsoft AppLocale
(Win Xp only) utility to launch programs in different languages without changing system locale

The new patcher can be weird, make sure you have administrator rights especially if you are using Vista. Otherwise, my best advice would be to reinstall
Anyways, I am also +8 GMT here since I live in Taiwan. I haven't been playing much lately due to work and generally a bit burned out with the game. But those who are new to the bottom-left server can still add me if they wish, I some times log on and give away some Cash Shop stuff

New Cash Shop Musou Armor sets were released last week and I haven't got around updating the translated locales. So those using the translated locales will have hanging problems with the new Musou Armors and Coupons.
Unfortunately, since Tia and EP4 are coming next week, I won't be releasing updated translations until late next week.
