Chance to Immobolize Stat

So... I've been looking at this stat for a while wondering how it works. Haven't done any math on it but I've pretty much found out what it's based on. Dunno if anyone has posted this yet (I probably just forgot about the thread., but just going to post what I've seen so far.

Attack-based: I found some parts of it strange, since skills and stats don't affect it. A bunch of people told me that this doesn't increase or decrease nomatter what buffs they tried. Turns out that this skill is based off the attack of your EQUIPMENT, meaning equipment that gives Damage X~Y will affect this item. I tested this on Sieg, and after removing his weapon as well as all his KG (and most of his accessories), he had a 0 Attack-base bonus and none of his equipped items gave any damage.

Calculations (Done on Asuka):

1~4 damage / 2 = ?
6~19 damage / 9.5 = ?
11~34 damage / 17 = ?
182~464 / 232 = ?

Well... pretty obvious how it calculates now...
4 / 2 = 2
19 / 9.5 = 2
34 / 17 = 2
464 / 232 = 2

1 per every 2 maximum attack given from EQUIPMENT STAT.

Stat-based: Pretty straight forward; it's based off your main stat, and higher your main stat, higher the bonus is.

Calculations (On Dainn):
293 INT / 58.6 Chance = 5
261 INT / 52.2 Chance = 5

1 per every 5 main stat

However, there is a part that gets me. Some people have a 0 Attack-based bonus, even though a bunch of them are wearing a full set of RodIV. Anyone know why this happens?

It's a bugg. You can't see their atk based bonus but it does exist.
