which set is better for lvl27

ima full dex voyager i wonder which set part should i get

hmm i suggest you to get
cruel one set and then when you reach lvl 34 you can get merciless one set

i think merciless set armor is range from 1.5m+ in eclipse server

cruel one set
Critical +33
Critical Damage +7%

while the merciless one full set is
STR +9
Critical +35
Critical Damage +6%

Since your a pure Dex build you will probably need either more defence or more power so try going with one of these sets:

Giant Guard: Physical Def +7%, Vit +8
or
Fierce Wind: Atk +7%, Str +11, Vit -6
