This is an interesting question that has many consuquences no matter what choice.
Initially, I would have chosen A, D, E. I was under the assumption that the kingdom you save would be inherited and my "closest loved one" was actually my one true love. If it were inherited, then my lover and I would rule the kingdom together, saving sovereign authority over the 10,000,000 inhabitants.
On the other hand, doing so would cause some internal distress. Firstly, the public would know that I chose them over my own family, causing them to doubt my decision-making. Not only that, but the fact that I gave up 1,000 innocent children puts a dent in my legitimacy as ruler of the kingdom. Then, giving up my fortune thinking ahead of time that I would become a ruler of a kingdom and live wealthy anyway would question my intentions as ruler.
If the kingdom were not inherited, then at least I would become even more of a hero than I already am since I saved a kingdom instead of my own family. But same repercussions similar to above would also spring up (why did I kill off my family, why did I not save my money, why did I pick my one true love, etc.).
Now, if the "closest loved one" turned out to be just a friend or close relative, I would probably chose differently.
My second idea would be to chose B, D, and F. By picking B and D, I ensure that I save saved many lives. By picking F, I save even more people. As far as my loved one, at least we would have died together in either case. And I would give up my fortune just because I would not need it after dying. My family would be fine on their own, unless I was celebrated as some kind of saint which would get several people giving presents to my living family as gratitude and apologetic gestures.

I would then use the money to brainwash the kids to think of me like their god. In a few years, some of them would turn into teenage hotties. I would marry two and train the other six to be bodyguard assassins. Then I would take over that pesky kingdom of 10,000,006 poor people, led by that guy who saved his family and couldn't feed them.

a.) Your closest loved one. Good thing I Don't have one

c.) Your fortune. (Wealth, power, land, equipment, magic, ect.) Yes!
d.) A kingdom with a population of 10,000,000. Kingdom..? eh.. Sure
e.) Yourself. Of Course!

Like said before, there are probably tons of innocent children in those 10m people, but they could also rebuild the population.
The closest loved one doesn't specify if this is a bf/gf or just a best friend, etc..so I'll say this because I'd take a bullet for my best friend, even in this situation..
And family because my mother and sister are my best friends. They mean the world to me. =)
