trying to decide which to get when i get enough IP. harassment ability is a must, so which is better at it?

well this is just imo but i would choose blitz

Blitz: blitz has a grab which is amazing in lane phase, if u grab someone its almost an instant kill, its animation hella slow though, and grab great way to initiate a team fight
Air-launch, thats self explanatory
AoE slience, and his major farming tool, low cd

Twitch: has stealth, but orcal and a ward comletely ruin this in lane phase and in overall ruin his stealth
his slow, its AoE, good for chasing
expunge just a massive burst when everyone has a poision stacks(his passive)
ult u prob know what it does
Twitch was earlier prob most OP champ, now he just garbage, so thats why i completely hate twitch. (i have him, wasted 6300)
as for harrassing, twitches normal att is long range making his harrassing good w/o any cost
blitz can grab and kill but other than that hes close range
thats all i know, i barely know anything about those 2 champs though =/

If you're just gonna play Normal games (or are just below 30) you should just go with Twitch. As shitty as he is in Ranked, in Normal games so many people refuse to buy wards and oracles allowing you to snowball like no other.

If you do play Ranked frequently, I'd go with Blitz. Overall not the best choice for Ranked, but Blitz is significantly better than Twitch in Ranked...... especially if your enemy buys oracles and wards.

if ur thinking of getting twitch for the stealth, get eve instead
eve can initiate better with her stun

would rather not spend cash. 6300 IP doesn't take long to get anyways.

Twitch is an on or off champion for most players.

Because I have experience with DotA and HoN I'm very used to hard farming for a long time without using skills. This is important for Twitch because his mana pool is very limited and he really needs about 2-3 core items before he can do anything.

If you like farming for 30 minutes straight and then acing the enemy team, I'd recommend Twitch. Otherwise Blitzcrank.
