End of 2012 PBE Updates.
(Since we don't have a patch coming to live anytime soon, I'll just post PBE updates here~)


The PBE has been updated! While there might not be any fancy champions or skins, there is a TON of balance updates!
Continue reading to catch a peek the the tentative set of balance changes Riot is currently testing on the PBE, including nerfs for Evelynn, Talon, Ryze, and Riven, buffs for Rengar and Diana, and more!

( Remember: Anything on the PBE is TENTATIVE and subject to change; they call it a the Public BETA Environment for a reason. Additionally, some PBE info is datamined and may be incomplete.)

Balance Changes:
Loads and Loads of balance changes were pushed in this PBE patch, including the promised tweaks to Diana and Rengar, quite a bit of Dominion/TT item meddling, and more. Tons of tool tips were reworded and cleaned up as well.

  • Base Movement Speed increased to 330 from 325
  • Disintegrate mana cost lowered to 60/65/70/75/80 from 60/70/80/90/100.
  • Molten Shield duration reduced to 6 seconds from 8 seconds.
  • Molten Shield cooldown lowered to 10 seconds from 16.
  • Lunar Rush range increased to 825 from 750.
  • Pale Cascade damage increased to 20/35/50/65/80 from 20/34/48/62/76
  • Pale Cascade duration increased to 5 seconds from 4 seconds
  • Health reduced to 462 ( +82 per level ) from 470 ( +90 per level )
  • Hate Spike Ratios reduced to .4 AP and .4 AD from .45 AP and .45 AD.
  • Ravage's base damage lowered to 35/55/75/95/115 from 35/60/85/110/135
  • Base Movement Speed increased to 335 from 330'
  • Aqua Prison's cooldown reduced to 14/13/12/11/10 from 16/14.5/13/11.5/10
  • Savagery's bonus attack speed duration increased to 4 seconds from 3 seconds.
  • Battle Roar now heals for ( 40 + 20 health per level ) instead of flat 10% of health
  • Rengar's stealth delay lowered to 1 second from 1.25
  • Base Health regen per 5 seconds reduced to 4.5 from 9.5
  • Blade of Exile cooldown increased to 110/80/50 seconds from 75/60/45
  • Valor's shield absorb increased to 70/100/130/160/190 from 60/90/120/150/180
  • Overload's mana coefficient reduced to 6% from 6.5%.
  • Overload's mana cost increased to 60/65/70/75/80 from 60 at all ranks.
  • Transcendent now grants +75 Range to Unleashed Power at max rank.
  • Scatter the Weak cooldown decreased to 18/16.5/15/13.5/12
  • Noxian Diplomacy's bleed damage reduced to 10/20/30/40/50 from 18/36/54/72/90
  • Shadow Assault's damage per hit reduced to 120/170/220 from 120/190/260
  • Turtle Stance shield amount increased to 60/100/140/180/220 from 60/95/130/165/200
Archangel's Staff
  • Ability power lowered to 50 from 60.
  • Now grants mana increase on auto attacks.

Black Cleaver
  • Passive increased to 7.5% armor reduction stacking 4 times from 6.25% stacking 4 times.

Iceborn Gauntlet
  • Slow field duration decreased to 2 seconds from 3.
  • Slow is now reduced to 20% for Ranged Champions
  • Area of the slow field is now reduced for Ranged Champions.
  • Base Attack Damage increased to 20 from 10.
Spirit of the Lizard Elder
  • Now grants 10% cooldown reduction.
Spirit of the Spectral Wraith
  • Ability power increased to 50 from 40.

Non SR items:

Blackfire Torch
  • Cost increased to 3950 from 2950
  • Now builds out of Kage's Lucky Pick, Haunting Guise, and Fiendish Codex instead of only Kage's Lucky Pick and Haunting Guise.
  • Now grants 80 ability power up from 70 ability power
  • Now grants 10 Mana per 5 sec.
  • Now grants 20% cooldown reduction up from 10%.

Sanguine Blade
  • Cost reduced to 2850 from 3150
  • Attack Damage increased to 65 from 60
  • Basic attacks now grant 6 AD up from 5
  • Max passive stacks decreased to 5 from 7.
The Lightbringer
  • Item cost increased to 2425
  • Builds out of Soulsight Lantern and Pick Axe
  • No longer grants attack speed
  • Attack Damage increased to 50 from 20
  • Now Grants 20 armor.
  • Now Grants 12% life steal.
  • New Unique passive - Vanquish: Basic attacks have a 20% chance to deal 100 bonus magic damage ( damage doubled for non-champions )
  • New Unique active - A stealth detecting mist grants vision of the target area for 10 seconds ( 60 second cooldown )

Wooglet's Witchcap
  • Now builds out of a Chain Vest and two Blasting Wands instead of Chain Vest and a Needlessly Large Rod.
  • Cost reduced to 2640 from 3520
  • Armor reduced to 40 from 50

If you follow the PBE posts, you probably already know that quite a number of champions received some heavy handed nerfs in the most recent patch. Some of these changes have elicited quite the response from Summoners and Statikk has taken to the forums to explain the reasoning behind a few of them.
Continue reading for responses pertaining to the recent nerfs for both Riven and Talon on the PBE.

Response to Riven Nerfs
Here is Statikk clearing the air on the Riven changes, referencing an erroneous report from another new site that Riven's E had been nerfed.
"Firstly, some of the information you guys are getting from these unofficial sites are incorrect. For example, there is no change to the ratio of Riven's shield at all, we are simply slightly buffing the base shield value for Valor.

The goal for the Regen reduction is to reinforce the value of timing and counter play to Riven in lane. Now when you poke or trade damage with Riven, it sticks a bit more. As the Riven player, it is now more important to make sure you're trading while your shield is up as much as possible and getting out before your defenses are down.

Once again, I wouldn't trust unofficial sources for exact details."
For reference, here are the details of the TENTATIVE Riven nerfs put on the PBE earlier tonight

  • Base Health regen per 5 seconds reduced to 4.5 from 9.5
  • Blade of Exile cooldown increased to 110/80/50 seconds from 75/60/45
  • Valor's shield absorb increased to 70/100/130/160/190 from 60/90/120/150/180
Response to Talon Nerfs
Here is Statikk explaining what's up with Talon and how a bug fix will also be deployed in an upcoming patch, resulting in a big buff for him.
"No, we have no intention of making Talon unviable, we're simply looking to find a balance for him in the context of Season 3.

The reality is that many of our AD casters were tuned to a state where they could exist in Season 2 with extremely poor itemization that was non-ideal for them.

We now created an environment where they have legitimate optimal item paths and the numbers are now out of balance.

The question to ask ourselves is if Black Cleaver is still too strong for AD Carries like MF or Graves. If we were to nerf Black Cleaver, it may become impossible to even think of building it on non AD Casters.

Looking at any strong item with above 3000+ gold cost will show a high win rate because if you have the resources to buy an item of this tier, you are most likely ahead in the first place. Items are not only an indicator of your future success but also a reflection of your past success. Any decently strong high tier item should statistically look and feel "overpowered."

As a closing note here, there is a buff to Talon that is impossible for the dataminers to get to. We are fixing a bug where the damage amplification from Cutthroat was not actually working."
Gypsylord then elaborated on the bug fix, saying:
"Say a champion's ult was intended to do 5000 true damage but there was this nasty bug that made it ACTUALLY do 1 damage. If we were to go and fix said bug we would be BUFFING that champion's damage by 4999.

Talon's E currently amps his damage by 0% for two seconds against a single target, regardless of rank. This bugfix will buff his single target burst by 15% when E is at max rank."
For reference, here are the details of the TENTATIVE Talon changes from the PBE update earlier tonight, sans the bug fix mentioned above.

  • Noxian Diplomacy's bleed damage reduced to 10/20/30/40/50 from 18/36/54/72/90
  • Shadow Assault's damage per hit reduced to 120/170/220 from 120/190/260

They missed some stuff from the last update~


Attack Ranges*
Each champions attack range will now show when you hover over their Attack Damage stat in the portrait / stats area while in game.

Pickpocket Mastery Buff**
There is now a buff, on the buff bar above your ability bar, that shows up when your pickpocket mastery is on cool down and lets you know the total amount of gold you've earned in a game.

New Colors for Teleport***
Teleport has a new color set up. Green and Red for friendly and enemy or Blue and Orange if you are on colorblind mode. Friendly Teleport Friendly Teleport Colorblind Mode Enemy Teleport Enemy Teleport Colorblind Mode Note: Mini map indicator colors ( see below ) change based on Colorblind option or not.

Previous PBE features that never made it to live.
Both the Teleport, Recall, and Ward Minimap indicators that we first saw in the Vi PBE patch are still active on the PBE despite not being pushed to live in the last update. Teleporting has been made a blue ( or green if you have colorblind DISABLED ) color rather than an orange color. Enemy teleporting is Red ( or orange if colorblind mode is on ) Recalling players show up on the mini map. Hostile players recalling show up in red. The Left icon represents a Sight Ward and the Right a Vision ward. Enemy wards show up on the mini map as well, as you c an see here I have a pink ward revealing the enemy's green ward.

Surrender at 20: 1/2 PBE Update


After a long holiday break, the PBE has been updated!
Continue reading for the latest batch goodies, including some buffs for Udyr and a new update to The Lightbringer aimed at combating Teemo's dominance on the Twisted Treeline, and more balance changes!

( REMINDER: Everything on the PBE is tentative and subject to change, as is evident by several of the previous patch's balance changes being reverted this patch. )

Balance Stuff:
  • Turtle Stance reverted to 60/95/130/165/200 from 60/100/140/180/220. It is back to what it is on live.
  • Monkey's Agility, in addition to 10% attack speed, now also grants 4% Armor and Magic Resist for 5 seconds, stacking up to three times.
Archangel's Staff

The Black Cleaver

Enchantment: Captain
  • Bonus minion movement speed reduced to 20% from 25%
Iceborn Gauntlet

The Lightbringer
  • New Unique Passive: Nearby Stealthed enemy traps are revealed. Here is the new passive in action.

Surrender at 20: 1/3 PBE Update: Lee Sin, Blitzcrank, and Amumu nerfs. More Tweaks to Jungle


The PBE has received another balance oriented updated!
Continue reading for the latest set of PBE changes, including more changes for the small Jungle creeps and well as nerfs for Lee Sin, Amumu, and Blitz.

( Reminder: PBE Content is tentative and subject to change. These numbers and changes are not set in stone. PLEASE HEED THIS WARNING FOR THE LOVE OF ALL THAT IS TEEMO. )

Jungle Monster HP Changed Again
Here are the most recent alterations to the HP values of the small jungle creeps. These changes are relative to the previously reduced numbers from the 12/20 update, not the numbers from live.
  • Small Wolf increased to 200 from 150
  • Small Lizards at Red buff HP increased to 203 from 153.
  • Small Lizards at Blue buff HP increased to 203 from 153
  • Small Golem at double golems HP increased to 300 from 200.

* Edit: Since there is still come confusion, here are the numbers relative to live servers, These are the current differences between PBE values and what they are on live:
  • Small Wraiths reduced to 150 from 250
  • Small Wolves reduced to 200 from 300
  • Small Lizards at Red Buff reduced to 203 from 303
  • Small Lizards at Blue Buff reduced to 203 from 303.
  • Small Golem at Double Golems reduced to 300 from 500

Balance stuff
  • Curse of the Sad Mummynow only roots those hit by it instead of rooting them and preventing them from auto attacking.
    *Note: I have personally tested and can confirm you are now able to auto attack while afflicted by Curse of the Sad Mummy.

  • Mana Barrier's cooldown increased to 90 seconds from 60 seconds.

Lee Sin
  • Safeguard no longer refunds half the energy cost if the shield is broken.
  • Iron Will's Life Steal and Spell Vamp increased to 5/10/15/20/25% from 5/9/13/17/21%
  • Iron Will no longer grants bonus armor down from 10/15/20/25/30 armor.

  • Cripple's slow reduced to 20/30/40/50/60% from 30/37.5/45/52.5/60%'

  • Thrill of the Hunt stealth duration now lasts 7 seconds down from 8seconds. ( Note: Rengar's ult currently lasts FIVE seconds on live but was increased to 8 seconds in the last PBE update. I phrased it as reduced because it is relative to the last pbe update.)

Still don't understand what the **** the jungle changes are, the way S@20 worded it just confused me more.

So glad Lee Sin got mostly nerfed. The free armor was stupid.

Most monsters got a HP decrease as far as I can tell.

Only the smaller monsters had their hp reduced, big ones didn't.

That's what I figured, but the way S@20 puts it, it sounds like they increased it from last PBE.
