I am happy to announce that our final champion of the year is now (or soon will be) available for testing on the PBE.
Allow me to introduce Vi, the Piltover Enforcer. Imagine two giant hextech gauntlets. Now imagine a total badass who loves using those gauntlets to hit things. Hard. That's Vi in a nutshell.
Have you ever wished you could punch an enemy with such an impact that you hit the enemies behind it? If your answer is yes, you may enjoy playing Vi.
Have you ever had the desire to wind up a punch powerful enough to carry you across the battlefield, clocking anyone unlucky enough to get in your way? If your answer is yes, you may enjoy playing Vi.
Have you ever wanted to indiscriminately bowl through an enemy team, wiping the smirk off that AD carry's face as you slam it into the ground? If your answer is yes, well, you get the idea.
Vi is all about powerful punches. She's a high mobility high damage bruiser who picks a target, launches herself into the fray, and makes that target deal with her. So what are you waiting for? Go try her out. I'd love to hear your feedback. Best of luck on the Fields of Justice!

A) Is Vi fun to play against and play as?
- Is this a champion you enjoy playing? Is this a champion that you are okay having on the opposing team? Do you feel there are ample opportunities for counterplay? What aspects of her are frustrating? What aspects are really cool?
B) Does Vi feel right when you play her?
-Are her punches too sluggish? Too fast? What are you building? Does it feel good on her? Should it feel good on her? Are you hitting skills when you expect to hit them? Do her animations and particles look right? How are her sounds? Is she too loud? Too quiet? etc.
C) Is Vi someone you feel is worth bringing to a team?
Assuming she eventually hits a "balanced" state, when you see someone on your team pick her are you going to feel good about it? Why or why not?
If you have any feedback that doesn't fall under one of the above topics I'd still love to hear it.

Vi Charges a new punch every 14/12.5/11/9.5/7 seconds can can hold 2 charges at once.
Mana Cost: 60 all ranks
(R ) Assault and Battery: Targets an enemy champion and chases it down, knocking it up and suppresing it for 1.25 seconds. Deals 200/375/550 ( +2.0 AD ) physical damage and applies denting blows.
While charging your are immune to crowd control and will knock aside enemies in the way, dealing 75% damage to them.
Mana cost: 100/125/150

As the years went by, Vi modified and improved her hextech fists, allowing her to bust up heists and snatch loot with ease. Eventually, word of her notoriety reached Caitlyn, the famed Sheriff of Piltover. Rather than seek Vi's arrest, Caitlyn offered the criminal a way to pay her debt to society: work for the law in Piltover. Vi laughed. To her, a job that let her beat up crooks without forcing her to run from the cops sounded perfect. She immediately accepted. Caitlyn now struggles to keep Vi in line, and Vi treats Caitlyn's orders as mere suggestions, but when they work together, they are feared by all lawbreakers in Piltover.

Remember that gifting option we heard about earlier? Turns out it's nearly ready to go! The store now features a "Gifting Center" option where summoners can purchase ( NOT GIVE WHAT THEY HAVE ) skins, champions, and RP for fellow summoners!
Here is an example of how the process works:
1) Pick an option, either gift a champion, skin, or RP
2) Pick out your specific piece of content ( notice you can only do this with RP )
3) Write a little message and confirm the unlock ( again, you can only do it with items bought using RP )
4) Confirmation that tells you how many items you can send a day.
5) Your friend gets a sweet ass animation of a treasure chest opening and can see the message you send them. 6) Once your friend gets the item, you will get a confirmation
Nidalee Visual Update returns
It's back! I don't think anything was changed much but her visual update has been reapplied.
New Mini map Teleporter and Recall indicators
There are two new particles that show up on the minimap! A blue circle now appears around champion's portraits when they are recalling and a set of two orangish rings when they are teleporting. No more guessing who is going where!
The PBE has been updated! Santa Gragas must have stopped by and stuffed a BRAND NEW Lux skin under the ole League of Legends tree, as well as some more festive particles for the new skins we saw yesterday.

Steel Legion Lux
She's here! The Steel Legion Lux skin I mentioned yesterday, which was previously nothing more than some particles and a name, has been added and boy is she fancy!
Here is the INCOMPLETE video preview. Notice the new recall, how she shoots her auto attacks out of her staff, and her moving armor. The particles are clearly not finalized yet but the files hint they may contain plasma-y effects
New Skins available for testing
Several of the new skins are now available for testing, including Slay Belle Katarina, Dark Candy Fiddlesticks, Neon Strike Vi, and Snow Day Ziggs.
This leaves only Bad Santa Veigar , Masked Shaco, and Steel Legion Lux unavailable for testing. New and Updated Particles
The new holiday themed Katarina skin has been named "Slay Belle Katarina" and features several new particles. W E R Additionally, Bad Santa Veigar got a few new particles, but judging by his sounds he is still missing a number of them ( ex: his W has an ornament sound but normal graphic ) E Here is an updated video of both sets the new changes in action.

I don't know if anyone has seen the new Nidalee pole dance, but it's even more suggestive now. She is a 'cougar', but how the heck would she have learnt how to dance like a stripper in the wild?

The PBE has been updated! The update took several hours to complete, finishing sometime in the wee morning hours. For this reason I'm going to call it the "12/13 Update" to avoid any confusion.

"As of the latest PBE patch (12/13), Neon Vi and Masked Shaco are not available for purchase and you cannot use them in game, even if you bought them in the past. That is something we did on purpose so you shouldn't report it as a bug."
