That is a typo courtesy of OGP. It's supposed to be -10% magic defense

yup it's a typo, exact translation should be

Decrease target magic resist: +10%

That means a privaring or javawalk gives you more than just the minimum magic damage bonus, which make them extremely good and probably better than you can get a staff x.x
