Start up error

I re-installed a couple of times already and I constantly get this error.
"The program can't start because d3dx9_43.dll is missing from your computer. Try reinstalling the program to fix this problem."
I also disabled my antivirus before installing.
Any ideas on what I can do?

For anyone else who reads this and has the same problem, all I believe you need to do is install the latest DirectX.
