About MG Mastery [Expert]

In description it says this mastery (last mastery of meisters) add 1% accuracy and min.dmg increase per skill point. Does this mean that both acc and min.dmg are increased by 1% or just the accuracy? Just want to make sure since I'm planning my skill build right now.

I'd also like to ask whether it is better to use rabana mantle +4 or tiny robot +5?
