Motor Effect

My physic teacher talked about Motor Effect and also said about students using the "Right Hand Rule" in the Final Exams of High School
But I didn't really get what he meant, so can someone explain to me:
- What is motor effect?
- How to use "Right Hand Palm Rule"

when you grip the wire, the thumb is where the current is flowing.
Also, it must be the right hand. therefore, right hand rule
