Not necessarily from King Kong. Any of the -Kong named monsters will drop it.

i.e.) Duke Kong and Archduke Kong.

Actually I've heard there is a limit, but not sure about the actual number.

Some of them have limits, like this one bone quest just outside of the outpost of Black Swamp was clearly not level-based as people would say.
