If you're gonna say it's not an MMO because it's a Browser game, then Runescape gets debunked. If you say that it is not an MMO because it is text-and-picture based and not really animated all that much, then that still does not debunk Neopets, as all an MMO is, is a MASSIVELY MULTIPLAYER ONLINE ROLE PLAYING GAME.
Therefore, Neopets does count as an MMORPG.

Runescape is a MMORPG, because it has the RPG component (participants assuming the role of fictional characters), it is a MMO also (Massively Multiplayer Online), it is true that it is different from other MMORPGS because it uses java and a browser, but that doesn't mean its not a MMORPG.
On the other hand, you are the owner of the neopet, you are not assuming the role of a neopet.
It is an interactive virtual pet world. Gamers would like to catagorize neopets as a MMORPG, but it is not.
If you were a neopet, neopets would essentially be a mmorpg. If it was a mmorpg, it would have to show consistency in multiple resources that it is a mmorpg, (ie : wikipedia), http://www.mmorpg.com/gamelist.cfm

I would classify it as a MMOG. The aspects are extremely akin or alike to an MMORPG, but you are essentially the owner or controller or tactician of the neopet, people can still have accounts but they don't have a neopet, so you cannot say that they can level up, do quests and have skills, additionally you are you on neopets or whoever you pretend to be in the virtual world, but you are not a fictional character.
