Can't Touch: The main problem I have with your drawings are the facial proportions. o: Use references or guide lines when you're drawing-- they'll become so much better.
Guide Lines: (If you look you can find some for other facial angles. :3 Google is your friend~)

And a reference picture is something you're referring to to keep your drawing accurate, maybe not in just proportions but also in details/clothing/etc. Since you like to draw anime you may like to use anime/manga illistrations but pictures of real life people won't hurt you at all. You just have to remember anime/manga/comic styles are all simplifications of realism. :3 It's art so you're free to do with it as you please, yush?
Don't be afraid of the eraser either. ._.

Lxiii: It's a little stiff but I like it overall, only tidbit I might pick on is her head seems a little small. :3 Reminds me of Lucy from Elfen Lied.

And everyone else who thinks they can't draw: 'Scuse me, last time I checked no one started drawing with any level of skill. 'Scuse me, but I thought writing was another form of drawing. 'Scuse me, but if you can hold a pencil you can draw. It may not be pretty, it may not be perfect, but you
can draw. The way I see newbies destroying their own potential is by whining that they can't draw; you're not even giving yourself a chance.
