The wings thing

for the event where if you do 3 dungeons every day and reach lv 24 u get a pair of wings, in that would i get a wings on my archer if i made him on the 27th, but still did 3 dungeons on my mage on the 26th? can u get the wings if u did 3 dungeons on the whole account or it must be for the charater?

It says level 24 characters that have completed 3 dungeons each day. That would imply the same character only.

are the wings tradable? because i want the wings on my archer but since i made it on the 27th i can only get the wings in my mage
