If you have a Paypal, Noe will just send you the amount there. But if the winner doesn't, Noe will probably PM them (if they don't have a Paypal) and ask what items they want from whatever game's Cash Shop they want (totaling up to $20) and then gift them. So, basically yes.

Remember, the guides section is one of the biggest sections that brings new people. The event is over but that doesn't mean the high quality guides have to stop coming!
Yes, VIP means you can get custom title. But I don't know if Noe would permit image in the title..since that requires html. (?)
I do believe the only reason regular users can't insert images into their titles is because it has a character limit, and there's no way you could fit it all into that space. :T (so Noe edits it through the Admin CP)
