Internet issue (no upload?)

Ok, I'm mostly posting this in hopes of finding a solution that will make my dad finally shut up.

Since a few days ago we've been having internet problems: the connection is noticeably slower, and if we check it using any speed test on the net it shows the download speed, but the upload speed is either at 0 or the test displays an error. Also my dad can't upload any pictures to an auction site (like ebay), though funnily enough, I could upload a picture to Megaupload, but the auction site isn't busted, dad checked it on a friend's computer. Sending emails works, but not if you attach a file.
Dad scanned his computer for viruses, got 2, used quarantine, I scanned as well, nothing.

It's also annoying for general internet browsing, since as I said, sites load a lot slower than they used to. Dad called our internet provider, they couldn't help, since dad didn't know the password for our router (oh well).

I'm not exactly sure what about my computer/internet I should post here, so if anyone is willing to try to help, tell me.

maybe somebody pranked u and put 99% of bandwidth usage on cfg, to check go to

start->gpedit.msc->Administrative Templates->net->QoS Packet Scheduler->reserved bandwidth limiter
(names might not be like this, since my windows isn't the english version but it should be something like that)

if its enabled, it should say 0% or 20%

@modem thing

u can always reset it, search for a button key on the thing, most likely to be hidden and need to be pressed by using a stick or something (this will reset the modem to default configurations, therefore password is admin, user is admin, most likely)

^I have XP Home, I can't use gpedit, sadly.

Sounds like something is eating up the upload bandwidth. You may want to check all your connections and see if there is any unwanted ones. I don't know any programs off the top of my head that specifically do this. I have ESET and it has a connection monitor, so I suggest you download ESET Smart Security Trial and use that to monitor your connections in the firewall section. Make sure to enable TCP & UDP monitoring and see if anything is eating up the upload bandwidth.

Looks like this thread could be closed, turns out it's an issue from our internet provider's side, so nothing can be done about it.
