if you watched closely, you can see 2~3 characters from shakugan no shana as well as a chibi shana.

No, Railgun has a completely separate storyline (except when you see Touma encounter Misaka, crossover scenes much).

This. It would be a uber waste of time if that happens. I heard it covers the manga pretty well so I guess we should expect something interesting in the future episodes.
