That's what i see for just a moment in ND's when everyone crams into a portal and is initially loading. It's just one of the initial loading parts. If you are getting STUCK at this, then the content is not loading... Usually it means your PC isn't able to load the content fast enough, or keep up with the amount of changing activity around WHILE it's trying to load the general world.
