Apparently dark blue items do not depend on item drop rate, rare item drop rate or anything of that sort and are just independent fixed drop rates. This means they rely purely on luck.

Some would like to believe stuff like Lucky Hit helps, but what happened to Skwie when he found nothing off Chonpalm for 12 hours straight...?
