Well, in Standard there are a few decks that play Broodmate Dragon and there's Chameleon Colossus, which most mana ramp decks don't really have an answer for. Also, it gives all your dragons haste and most mana ramp decks play both the creatures I mentioned that you can grab with him.
And yeah Alara block is the latest set. M10 is next and it comes with it's own set of rule changes which are getting mixed reviews. Generally better players don't like them while the casual players do.
Edit: I hate Dragon Broodmother. Simply because it can make tokens with varying amounts of +1/+1 counters on them making it a pain to keep track of what's going on in the game unless the person playing it has come prepared.
