Maybe your setting will have an effect on lag but what I have is delay; those tricks wont work. =P

(I've tried them; entered the game only to find it full of lag)

If full-fix would mean something like removing that 20% bandwith limit windows reserves for itself, then no that will likely not help either I'm afraid. =(
