Healing is apart of an Eir's Skill palette, there's no written rule in blood stating healing isnt allowed.
Telling a healer not to heal is like the following...
-Telling a Sieg not to voke/Nado
-Telling a Dain not to use Mana Regeneration
-Telling a Tia not to use Backstab/Dash S
-Telling a Lime not to use Transformations
Im not a pvp guru, but no one cant tell you what you can and cannot do.
