Oh i just realised i got that problem last time too. Use applocale. Instructions are at kag's stickied patcher problem thread. Btw since you have set your locales to chinese it shouldnt affect your gameplay. For some reason setting the computer non-unicode thingy to chinese does not help the patcher only.

You don't login into lunia with your chinesegamer account. You log in with your lunia account. The one you created in the second part of the registration. Hope i got your problem right.
