Burst rising doesn't have the disjointed hitbox now, so I don't think it quailfies as anti air. Even then, you have options like Eternal Flame. The amount of air enemies the game throws at you is so scarce i don't think it matters too much where you'd need more than one ability to wipe them out.
Eternal Fire is 300 MP and has a high cooldown... though I guess it doesn't matter as much under Gale mode.
Having a good anti-air skill is useful not only for flying enemies though. If your actives can hit higher areas, then it also means you can take out mobs located on a platform above you. A bigger AoE, even if it's vertical, is still a bigger AoE.
