The bug also appears when you have negative cultural goods - when you have 52/56 exhibits on display but only 51 goods because one of your treaty players got deleted for being inactive. You can get around that bug by re-assigning your goods, or clicking directly on someone's city and pushing the diplomacy button on the left hand side. A lot of the players I inked treaties with went inactive, so I sometimes get -1 or -2 statues whenever I click on my museum to redistribute.
