You could, but Titanium Backup only backs up your apps and user settings. It's pretty risky to use it to restore system data. But you're right; if all you're after is your PAD save, that's the way to go.

NANDroid would restore the whole phone to be exactly as it was, sans whatever is on your external storage media.

EDIT: What I'm mostly doing here is posting about known backup/restore options of Android and how PAD reacts to them after I try them.
