I've tried jTO from a UK IP before. No proxy was needed, but I don't know about now, if they have also added GameGuard that blocks foreign IPs or something.
Besides that, I personally don't enjoy games in a language that I'm not fluent in. Unless you're prepared to migrate the whole eTO community over and English becomes more common, not being able to communicate with the Japanese players to make friends and join guilds pretty much defeats the spirit of this game. Also, I'm not sure how we're supposed to read the game dialogues or bulletins unless we know Japanese, which I can manage, but that's beside the point.
