In my personal opinion-- doubtful. Not because Korea is racist, but because diversity isn't exactly what they aim for. The characters they draw and design aren't portraying Caucasian or any ethnicity, really. It's just "anime" and what Koreans consider a social norm, as far as I know. The fact that the characters all have fair, light skin probably isn't even entering their minds as a problem or being politically incorrect because in that country (where the game is produced) it's a homogenous thing.
example: Tommy Jar was a pet design introduced from the Taiwan Trickster Online if I am not incorrect? (I have no idea what company he came from lol)
I think it'd be up to eTO to create a Black or Hispanic character/NPC/Pet, if they could.
