To be honest with you, everything comes down to Netmarble so there's not much to argue. I understand the logic though, it would be similar to Harute (Final Battle) then where there's a mode change.
What's kind of flawed is this is technically the final upgrade/form for the suit, not an attachment.
What could be a interesting thing they did was include Turn A (Black History) as an SR, because that's more of a variant to the Turn A. Doesn't mean they will do it though lol.
