So, my friend just told me one of his human-bard passives increases his double hit chance or something.
I've also been crafting a lot, and noticed one of the wands gives that as an effect.
So I just wanted to know, does double hit also allow spells/skills to hit for a second time at half the power?
If not...that seems like an incredibly useless ability for magic users...
