Scammer or not, I think the bottom line is this:
If you want to buy stuff for lower than the usual price (or sometimes known as ripping people off), at least make sure that the seller knows that he/she is selling at a lower rate and that he/she is fine with it.
That way, you can prolly ensure that you wouldn't have to face this type of situation.
