Naturally, yes.
BR heavyarms has quite a lower attack stat to begin with so comparing both of them without OC, B heavyarms is a better damage dealer.
So, why go for BR heavyarms ?
It has the talent to
support itself and it's allies with Defence command and most importantly, the
RANGE Special is what makes BR Heavyarms have the extra edge as a paper unit compared to B Heavyarms which has melee SP.
I mean, dont get me wrong, melee SP is good too but sometimes having range SP can be extremely useful in desperate situations.
