I hate her passive. It's shit. It's between average to Evelynn. Multi-hit/AoE spells with spellvamp that requires charging up? It's not even going to be useful in teamfights, she does not have the proper burst to heal properly from it because her "burst" is akin to Riven "burst" (i.e., sustained chunks of damage). Laning phase? Whatever, get healed for ~10% of your damage each hit from Q/W. Still bad.
Her ultimate should have stayed ammo-based, this Xerath ultimate-like system is garbage.
I really agree with the part about her passive. Max 3 charges per spell? I mean, it's a cute passive but it doesn't really suit an assassin. And I do wish her ult was an ammo system. I feel like it'd make her a better assassin if she could gap close reliably.

I've played her. The True Damage does save her a bit, but her scaling is really just too low (.3 on just about everything). She's a skill-shot, high skill cap assassin and her burst is just not there really with the scaling she has. That and her passive doesn't help her much at all.

With max CDR her cooldowns can be shortish (The lowest I got was like 4 seconds on her W), but by then it'll be too late to actually be an assassin.
